龙岗区养老护理院重新选址建设工程设计国际招标正式启动，已开始接受报名。现诚邀全球优秀设计团队参与此次设计投标。
International Tender for Design of Relocating Construction Project of Longgang Nursing House is now open for pre-qualification application. Design teams from home and abroad are welcome to participate in this tender.
01. 项目定位 Project Positioning
龙岗区养老护理院，积极响应深圳市政府构建高水平“1336”养老服务体系，建设中国特色社会主义先行示范区的要求。项目建成后可有效解决龙岗区老人数量日益增长造成的养老床位缺口问题，弥补龙岗区养老服务设施的短板，提高公共服务基础设施的质量和水平，多维度实现“老有颐养”，不断增强长者的获得感与幸福感，实现公办养老机构转型升级广东新模式，打造首个区级“医养融合”示范性标杆。
Longgang Nursing House is a public pension project actively responding to the initiative of Shenzhen Municipal Government to establish a high-level “1-3-3-6” elderly care service system and build a pilot demonstration area of socialism with Chinese characteristics. Upon completion, the nursing house will effectively bridge the gap of service beds needed for the increasing number of aged population in Longgang District, reduce the shortage of local service facilities for the aged, and improve the public service infrastructure. In this way, the project can implement the policy of “caring the elderly for a healthy and happy life” in multiple dimensions, continuously enhance the aged' sense of content-ment and happiness, and realize the new model of transforming and upgrading public pension institutions in Guangdong, so as to create the first district-level demonstrative benchmark of “medical-nursing integration”.
02.项目概况 Project Overview
项目选址位于龙岗区平湖街道新南社区，西侧为平湖街道平安大道，东侧紧邻新南路，占地面积为5032㎡，总建筑面积约27000㎡。项目总投资约2.21亿元，新建350张养老床位。
The project site is located at Xinnan Community, Pinghu Sub-district, Longgang District, with Ping An Boulevard of Pinghu Sub-district on the west and adjoining Xinnan Road on the east. Covering a land area of 5,032㎡ and a total floor area of about 27,000㎡, with a total investment of RMB221 million, the project accommodates 350 service beds for the elderly.
项目与轨道站点（10号线平湖站）距离500米，周边均为建成区，北侧、西侧均为佳兆业金御雅园，南侧为旧村、幼儿园及平湖小学。
The project site is 500m away from the nearest railway station (Pinghu Station of Metro Line 10), surrounded by built-up areas, specifically, Kaisa Jinyu Yayuan on the north and west, urban village, kindergarten and Pinghu Primary School on the south.
03.招标内容 Work Scope
本次招标工作内容包括但不限于以下方面（具体详见招标文件）：
方案设计、初步设计、概算编制、施工图设计、竣工图编制、绿色建筑咨询、海绵城市建设等相关设计服务；后期设计配合服务；应用BIM平台实现设计工作协同及设计工作中的沟通与协调，协助业主进行全程可视化交流服务，重点难点节点展示及深化设计复核等工作，以及按国家有关规定和相关规范要求应由设计单位完成的工作；最终工作内容以招标文件和设计合同为准。
The work scope of this tender includes but not limited to the following (refer to the Tender Documents for details):
Conceptual design, preliminary design, budget estimates, construction drawing design, as-built drawing production, green building consulting, sponge city construction and other related design services; coordinate follow-up design services; coordinated design for implementing BIM platform, provide visual communication services for the User in the whole process, assist in the display of key nodes/difficulties and design development review, as well as the works to be completed by the design institute according to the provisions of applicable national regulations and requirements. The final work scope shall be subject to the Tender Document and Design Contract.
04.招标方式 Tender Process
本项目采用“公开招标（资格预审）”的报名方式，分为资格预审阶段、方案评审阶段和定标阶段，对资格预审入围但未中标的单位设置落标补偿费。
The project adopts the method of "Open Bidding (Pre-qualification)", which is divided into pre-qualification, design competition and final evaluation stages. Compensation fee will be granted to the units that enter the design competition stage but fail to win the bid.
资格预审阶段 – 综合考虑公司资信、团队实力及概念提案，招标人依法组建资格预审评审委员会，评选5家入围投标人（无排序）及2家备选投标人（有排序）。
Pre-qualification Stage - comprehensively consider the company's experience, team strength and concept proposal. The tenderee establishes a pre-qualification review committee in accordance with law, and selects 5 bidders to enter the next stage (without ranking) and 2 alternatives (with ranking).
方案评审阶段 – 入围团队提交完整的设计提案，招标人依法组建方案评审委员会，对5家入围投标方案进行评审，选出3家无排序中标候选人进入定标阶段。
Design Review Stage - The shortlisted bidders submit the final design schemes. The tenderee establishes a scheme review committee in accordance with law to evaluate the schemes, and selects 3 candidates (without ranking) to enter the next stage.
定标阶段 – 由招标人依法依规组建定标委员会，并从方案评审委员会推荐的中标候选人中确定1名中标人。
Final Evaluation Stage - the tenderee sets up a bid selection committee in accordance with law and regulations, and determine 1 winning bidder from the shortlisted candidates recommended by the scheme review committee.
05.报名条件 Application Requirements
1. 申请人须是中华人民共和国境内、外注册的企业或机构。
Applicants must be entities with legal business registration.
2. 申请人资质要求：申请人（至少一名联合体成员）需具备国内设计建筑行业（建筑工程）甲级资质，确保全过程设计成果满足国内、深圳市有关规范、规定和行政审批部门的要求。
Applicant qualification requirements: the applicant (at least one consortium member) should have class A qualification of the domestic architectural design industry. Design deliverables of the whole process shall conform to relevant regulations required by domestic and municipal departments.
3. 接受联合体投标，联合体成员（含牵头单位）共计不得超过2家。联合体成员不得再单独或以其他名义与其他设计单位组成其他联合体参与报名。
Consortium is permitted. One consortium shall include no more than 2 members (including the leading member). Each member of the consortium shall not further apply alone or participate by joining another consortium.
4. 联合体合作方需签署合法有效的《联合体协议》，并明确牵头单位，各个设计阶段中各方的分工划分方式和设计费用的分摊比例、分配方式等。联合体投标的，项目负责人必须是牵头单位员工。
The consortium members shall sign the Consortium Agreement legally and specify the leading member, as well as work distribution in each design stage and their share of rights and interests. Project leader must be the staff of the leading member.
5. 不接受个人或个人组合的报名。
Individual or teams of individuals will not be accepted.
06. 设计费&落标补偿费 Design Fee & Compensation Fee
设计费 - 本次招标基本设计费暂定为人民币703.61万元。最终设计费=基本设计费+竣工图编制费+BIM费用=608+48.64+46.97=703.61万元（含另行委托养老专项咨询费用）。
Design Fee - The final design fee is tentatively set at RMB 7,036,100，including RMB 6.08 million basic design fee and RMB 486,400 as-built drawings, RMB 469,700 BIM fee and additional consulting expenses for elderly care.
落标补偿费 - 落标补偿费共计100万元；进入定标环节，但未中标的2家单位各30万元；进入方案评审环节，但未进入定标环节的第4、5名各20万元。
Compensation Fee - The compensation fee totals RMB 1,000,000. Two finalists who enter Final Evaluation Stage but fail to win the bid will receive RMB300,000 each; bidders ranked 4th & 5th in the Scheme Review Meeting will receive RMB200,000 respectively.
